Will Virginia stay on the sidelines? In the 2019 session, I will file legislation that will legalize sports betting in Virginia. Under my proposal, the Commonwealth will license and regulate betting on professional sports. Race tracks and Off Track Betting parlors will immediately be eligible for sports betting with licensed vendors. Localities who wish to authorize sports betting can do so through a voter referendum. Some will choose to go this route others will not. Done correctly, sports betting can become part of a larger entertainment experience which gets people out on the town, thereby enhancing food and beverage sales in our Virginia downtowns. Meanwhile, revenue generated from a tax on vendor profits will be shared with the Community College system. Why community colleges? Because its a state-run educational system equally accessible throughout the Commonwealth.
